  7. is in favor of a proposal that the perpetrators of the Maguindanao massacre be charged and tried before the International Court of Justice in the Hague for "heinous crimes against humanity". The change of venue would effectively take the case outside the vicious influence of Philippine electoral politics and beyond the ultimate impunity of presidential pardons.
